The 3rd M-Tel Masters Tournament was held held from May 9th to May 20th, 2007 at Grand Hotel Sofia, and its patron was the President of the Republic of Bulgaria Georgi Parvanov.

(USA 2705), Liviu-Dieter Nisipeanu (Romania 2693), Krishnan Sasikiran (India 2690)

Chief Arbiter: Joaquin Espejo (Spain), Deputy Chief Arbiters: Boris Postovsky (USA), Panagiotis Nikolopoulos (Greece)

The rules of the tournament - two rounds with 7-hour control. Each participant will play two games against the rest in exchanged colors. In case of a draw at the top a tie-break will be played to decide the winner.
Like last year the new rule about the draws that was introduced in Sofia will be valid. The players should not talk during the games additionally they should not offer draws directly to their opponents. Draw-offers will be allowed only through the Chief-Arbiter in three cases: a triple-repetition of the position, a perpetual check and in theoretically drawn positions.

The Chief-Arbiter is the only authority who can acknowledge the final result of the game in these cases. He will be advised in his decisions throughout the tournament by GM Zurab Azmaiparashvili, FIDE Vice-President.
